Description of problem:
When I add any of the following buttons to a default-sized GNOME panel (48
pixels high) via the "Actions" menu, their icons look blurred, as if scaled up
from a smaller sized variant: "Lock", "Log Out", "Run", "Screenshot", "Search"

The directory /usr/share/icons/Bluecurve/48x48/stock/ contains suitably sized
icons, so the panel should opt for them instead.

gnome-panel-2.4.0-1

Always

Steps to Reproduce:
1. Add any of the "Action" buttons (except for "Force Quit" and "Show Desktop")
to a GNOME panel of default size.
2. Behold the blurry icon(s) just created.
