Please, increase CONFIG_NR_CPUS up to 256.
It was done time ago in upstream 8cb04be88656ad20ba7cb017726c73b7f33796fb

The referenced upstream commit increased the upper limit for the NR_CPUS value to 256, the default is still 64 which also used in the Fedora kernel. It makes no sense to increase it especially beyond the max number of CPUs in the top level zEC12 model (101).
