Cloud images are having a hard time getting out the gate when we run a compose. This is a bug meant ensure we don't forget to check the cloud images.

For the record, it's an automatic blocker:

Based on a text message conversation from dgilmore (who can update more) the issue was libvirt's iptables rules being dropped on the builders; restarting libvirtd fixed this

And I've filed an infrastructure ticket which should make sure that libvirt is reloaded whenever iptables changes happen, so this doesn't happen again: https://fedorahosted.org/fedora-infrastructure/ticket/4581
