Description of problem:
Hello. 

This concerns FC1 neon package and current neon package in development
tree. Actually the neon-devel should explicitly requires
"openssl-devel" and "zlib-devel".

[root@gruyere ~]# pkg-config neon --libs
-L/usr/kerberos/lib -lneon -lssl -lcrypto -ldl -lz -lgssapi_krb5
-lkrb5 -lk5crypto -lcom_err -lresolv -lexpat

I tried to rebuild 'rawhide' subversion package (which build-requires
neon-devel) and the build failed because openssl-devel and zlib-devel
werent installed.

About current neon spec file, iirc, "BuildPreReq" is obsolete and
should be replaced by "BuildRequires". And autoconf doesnt seem to be
needed to rebuild neon (never invoked during build..)

neon 0.24.4-2

How reproducible: Always. Every day.
