Description of problem:
F22 Beta TC4 worked ok. I installed about 15 application offered by the Gnome Software Menue. Afterwards in the most times it was impossible to shut down via the shutdown menue. After clicking on "shutdown" the screen became immediately black, the system was still running. To shutdown I have to power off manually.

Nearly each shutdown does not work

I don't know. "My system" worked ok, was possible to shutdown always untill I installed several application out of the Gnome SW offers. I estimate, that currently in about 20% of the trials a "normal" shutdown is possible, in about 80% not. I try this on an Acer-E5-571G Laptop. F22 is on an external disk.

http://koji.fedoraproject.org/koji/buildinfo?buildID=623735 is a build that contains a number of i915 fixes.  When it completes, if you could test it and let me know how things work that would be nice.

Make sure to update the rest of the system before you install the kernel packages, to get any userspace fixes that may be causing hangs.

If necessary I can do a totally new install of F22 workstation with a newer build to get all clean, test if shutdown is working ok, then install again these applications and see what happens. What do you think could help best in investigating this problem?

I updated according to http://koji.fedoraproject.org/koji/buildinfo?buildID=623735, as you told. I made 5 successful shutdowns, for this problem disappeared since this update. As attachement the log of the Kernel update.

test of shutdown behaviour of Fedora-Live-WS-x86_64-22_B-T5,
still Kernel 4.0.0-0.rc4.git0.1.x86_64.

Boot and immediately shutdown via "shutdown menue" seem to be ok.
"seem" because there seem to be a statistical factor.

Start of Firefox, start of xterm, close applications.
Shutdown via shutdown menue didn't work, nok,
but shutdown via "shutdown -h now" -as proposed by Rares Aioanei 
worked, seem to work (3 times ok)

After update with https://admin.fedoraproject.org/updates/kernel-4.0.0-0.rc5.git4.1.fc22 the Fedora-Live-WS-x86_64-22_B-T5 shuts down correctly.

Package kernel-4.0.0-0.rc5.git4.1.fc22:
* should fix your issue,
* was pushed to the Fedora 22 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing kernel-4.0.0-0.rc5.git4.1.fc22'
as soon as you are able to, then reboot.
