I can confirm that installing abrt-python allows fedmsg-notify-config to start.

This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle.
Changing version to '24'.

Sorry to be a PITA. If I flip the notifications "On" using the control, I now see this error on CLI:

org.freedesktop.DBus.Error.Spawn.ChildExited: Process org.fedoraproject.fedmsg.notify exited with status 1

No "bus" icon appears in the Shell.

This message is a reminder that Fedora 24 is nearing its end of life.
Approximately 2 (two) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 24. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
