Description of problem:
Running "mokutil --disable-validation" on F23 and leads to the error message "failed to request new SB state". This happens because recent kernel versions set the immutable flag on a lot of files in efivarfs. From https://lkml.org/lkml/2016/3/23/514 is look like updating to mokutil 0.3.0 should fix this.

mokutil-0.2.0-3.fc23.x86_64

Additional info:
I suspect the same problem is present in F24 and rawhide, as they use mokutil 0.2.0
