Description of problem:
Traditional menus (e.g. when right-clicking in a website or on chrome) don't have borders. With x11 backend they do.

This does not affect popover menus (e.g. downloads or bookmarks or sandwich menu popver).

Issue still present with Nightly builds for wayland, 52.0a1, BuildID 20170215004354, downloaded from https://firefox-flatpak.mojefedora.cz/ (created with build scripts from https://github.com/xhorak/firefox-devedition-flatpak)

I cannot reproduce this issue any more with firefox-wayland-55.6-1.fc26.x86_64 from Martin Stransky's firefox-wayland copr.
