Use-lib64-on-64-bit-MIPS.patch

Description of problem:
We are trying to bring Fedora to MIPS platform and this requires updating librx SPEC to use lib64 on 64-bit MIPS.

Actual results:
Build fails because 64-bit MIPS uses lib.

Expected results:
Build passes using lib64 on 64-bit MIPS.

Additional info:
Attaching dist-git patch. It would be nice to have this in F25 as well.

Easy peasey. Committed to master and f25, new builds in process (not that you needed them).
