Description of problem:
libgfortran was updated and doesn't provide libgfortran.so.3 anymore

Error: conflicting requests
  - nothing provides libgfortran.so.3()(64bit) needed by openblas-openmp-0.2.19-4.fc26.x86_64


Simple rebuild of openblas seems to fix this dependency problem.
