This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.

tools.jar is now provided by java-devel

tools.jar is now provided by java-1.8.0-openjdk-devel (java-devel).
This patch changes the specfile so that it is installed.

We are trying to clean up all the FTBFS bugs needed to allow f26 bootstrap to build itself completely, 
We understand some people have limited time to fix packages.  If you do not have the time to fix this, or merge the patch, within two weeks, we will have a proven packager merge the suggested patch in and build it.
