Puppet's 'pip' package provider requires 'xmlrpc/client', which on Fedora 26 and Rawhide is now provided by the rubygem-xmlrpc package rather than ruby itself. Puppet's packaging should probably require rubygem-xmlrpc on Fedora 26+ at this point.

I think bug #1443673 covers this sufficiently - the require is actually a leftover and should be removed. (It was in a later release not yet packaged.)
