I need xorg-x11-drv-dummy to perfrom X11 client tests when building packages. But xorg-x11-drv-dummy is excluded from s390x architecture. Is there a reason for that? I could not find any explanation in the spec file nor in Bugzilla.

This requires xorg-x11-server to produce xorg-x11-server-devel on s390x which it currently does not do.
