Description of problem:
gnupg2 ships with (example) systemd units to enable the dirmngr and gpg-agent with socket-based activation for the various use-cases of the software. however, those units are only shipped in the doc/examples folder, and are currently not installed on a Fedora system.

as a Fedora user, I'd like to use the socket activated gpg-agent by just enabling it (in contrast to installing and enabling it, at the moment).

Debian (https://anonscm.debian.org/git/pkg-gnupg/gnupg2.git/tree/debian) currently installs them as:
dirmngr:
doc/examples/systemd-user/dirmngr.service usr/lib/systemd/user
doc/examples/systemd-user/dirmngr.socket usr/lib/systemd/user

gpg-agent:
doc/examples/systemd-user/gpg-agent-browser.socket usr/lib/systemd/user

1. install gnupg2

Actual results:
systemd units are only available in /usr/share/doc/gnupg2/examples/systemd-user and need to be copied/symlinked to a folder where systemd would pick them up before use.

Expected results:
systemd units are installed to /usr/lib/systemd/user and are directly usable after the installation of the package

This message is a reminder that Fedora 27 is nearing its end of life.
On 2018-Nov-30  Fedora will stop maintaining and issuing updates for
Fedora 27. It is Fedora's policy to close all bug reports from releases
that are no longer maintained. At that time this bug will be closed as
EOL if it remains open with a Fedora  'version' of '27'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

Thank you for reporting this issue and we are sorry that we were not 
able to fix it before Fedora 27 is end of life. If you would still like 
to see this bug fixed and are able to reproduce it against a later version 
of Fedora, you are encouraged  change the 'version' to a later Fedora 
version prior this bug is closed as described in the policy above.

Although we aim to fix as many bugs as possible during every release's 
lifetime, sometimes those efforts are overtaken by events. Often a 
more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.
