/usr/lib64/libcfitsio.so.2.3.37 in cfitsio-3.370-11.fc28.x86_64 is not linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config:

The CFLAGS are there, but the LDFLAGS are missing.  This appears to be a makefile issue in the package.

/usr/lib64/libcfitsio.so.7.3.45 in cfitsio-3.450-2.fc29.x86_64 looks good.  Thanks.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
