Description of problem:

python3-libreport installs files into %{_libdir}/python3.6/site-packages/reportclient/ however %{_libdir}/python3.6/site-packages/reportclient/ is not owned by the python3-libreport package nor by any dependency of it.

# rpm -qf /usr/lib64/python3.6/site-packages/reportclient
file /usr/lib64/python3.6/site-packages/reportclient is not owned by any package

# rpm -qf /usr/lib64/python3.6/site-packages/reportclient/*
python3-libreport-2.9.3-1.fc27.x86_64

=> python3-libreport must own this directory
