/usr/lib64/libcxl.so.1.5 in libcxl-1.5-3.fc28.ppc64le has not been linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config:

gcc -O2 -g -pipe -Wall -Werror=format-security -Wp,-D_FORTIFY_SOURCE=2 -Wp,-D_GLIBCXX_ASSERTIONS -fexceptions -fstack-protector-strong -grecord-gcc-switches -specs=/usr/lib/rpm/redhat/redhat-hardened-cc1 -specs=/usr/lib/rpm/redhat/redhat-annobin-cc1 -m64 -mcpu=power8 -mtune=power8 -fstack-clash-protection -fPIC  -shared libcxl.o libcxl_sysfs.o -o libcxl.so.1.5 -Wl,--version-script symver.map -Wl,-soname,libcxl.so.1

The LDFLAGS settings are completely absent.
