This needs to be fixed in man-pages-pl. Commits: https://src.fedoraproject.org/rpms/man-pages-pl/c/bd5ad4440c12469db66a65dd963481bcbe2c5fff https://src.fedoraproject.org/rpms/man-pages-pl/c/870a8093492d27bf9bbfa71349131f7b52d875fc man-pages-pl-0.7-5.fc28 has been submitted as an update to Fedora 28. https://bodhi.fedoraproject.org/updates/FEDORA-2018-ed0a288f71 > I did not check if procps-ng conflicts with other man packages. Looking at what is supplies there is a potential for conflicts at least with man-pages-de, man-pages-fr and man-pages-zh-CN.
I checked those packages and there are no conflicts.
man-pages-pl-0.7-5.fc28 has been pushed to the Fedora 28 testing repository. If problems still persist, please make note of it in this bug report. Critical errors include, but are not limited to, undeclared conflicts" This is an automatic blocker, per https://fedoraproject.org/wiki/QA:SOP_blocker_bug_process#Automatic_blockers . man-pages-pl-0.7-5.fc28 has been pushed to the Fedora 28 stable repository.
