xca spec file for version 1.4.1

Description of problem: version 1.4.0 of XCA as shipped in Fedora 27 ha a bug (between others) and can not open v1.3.6 XCA files


Version-Release number of selected component (if applicable): 1.4.0


How reproducible: Open any old XCA file (.xdb extension).


Steps to Reproduce:
1. Open any XCA database file (.xdb) from older 1.3.6 version
2. Enter the database password

Actual results:

The following error occurred:
(pki_x509:)
error:0D0E00DF:asn1 encoding routines:asn1_get_int64:too large

(pki_x509.cpp:60)

Expected results:
Database file should have been opened normally.

I have successfully build the new version just changing the SPEC file (no other patches or modifications needed).
