Please fix llvm3.9 at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
llvm3.9 will be orphaned. Before branching of Fedora 30,
llvm3.9 will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

I'd like to just retire it, but there still is a dep in Fedora.

Yes for now, ghc on armv7hl and aarch64 still requires llvm3.9.
