The base arch is indeed a static choice in openblas for non-x86 architectures, but I didn't change that in the spec; something must have changed in the build instead. The best solution would of course be to patch in dynamic runtime CPU detection in driver/others/dynamic.c - upstream is open to patches - but I don't have the necessary expertise. It's the builders that changed, they were zEC12 before the F-29 mass-rebuild and they are z13 since the mass-rebuild. And when zEC12 was checked during the build, then the generic backend was selected, while with z13 the build picks the optimized one. I'll try to convince the build to do the generic variant, worst case by patching cpuid_zarch.c. Runtime selection would be the best option :-) I'm subscribed to the upstream ticket. Looks like whoever put in s390x support forgot to put in a corresponding TARGET line in the spec (see lines 364-390), so the fix is very straightforward.
