This bug is to propose a F29 freeze exception to upgrade to plymouth 0.9.3-14.fc29

Basically the bug is: plymouth looks awful. Can be fixed post-release, but it's nice polish to get it right for the final image.

Proposed as a Freeze Exception for 29-final by Fedora user catanzaro using the blocker tracking app because:

 F29's plymouth currently contains a regression that makes booting look bad on certain machines. This update fixes it.
