Description of problem:

Working on an `rpm-ostree update` on a running fedora 29 IoT system.
Likely the h/w (specs, below) is not recommended/or too 'weak' but it was
running the 29.20181113.0 release and prior releases and prior success
in doing updates.

##So,
  I have a machine that boots to  29.20181113.0

Running `rpm-ostree update` 

 The command starts, it runs for some time, then reports  ...:

'perf; interrupt took  too long(5943 > 5767), lowering kernel.perf_event_max_sample_rate to 33000'


 Seems the process gets to 99% (4612/4616) 
 and pauses (hangs?).

 With some patience I left it running ...

 Then get the following

 ~ 'error: While fetching https://(...) Timeout was reached'

 What details can I provide beyond the above?  What is next?

29.20181113.0

How reproducible:

 Same results min x3 times and I sent a note to the IoT list where I was
encouraged to create a bug report.


Steps to Reproduce:
1. Boot
2. run `rpm-ostree update`
3.

Actual results:

error: While fetching https://(...) Timeout was reached

Expected results:

 restart with `systemctl reboot`

Additional info:

 The machine is a laptop.  Lenovo x100e

 P = AMD Athlon Neo Processor MV-40
 M = 2GB
 S = 16GB
 N = Gigabit Ethernet , Wifi
