Description of problem:

When the mouse hovers over an icon in one of the LibreOffice menu bars, the icon seems to strobe, flashing the tooltip text on and off very, very quickly. The text of the tooltip is generally unreadable.

Steps to Reproduce:
1. Bring up LibreOffice writer/calc/impress
2. Move the mouse over one of the icons in the menu bar
3.

Actual results:

The icon appears to strobe, occasionally showing the expected tooltip text but it flashes in and out so quickly that it is not readable except maybe at some subliminal level.

Expected results:

Steady display of the tooltip.

Additional info:

This behavior is only seen with LibreOffice programs and not, for example, in firefox, evince, inkscape, gimp, or any other GUI program I have checked. It may be significant that I am using the Fedora 29 Xfce spin. Just let me know if there is anything you'd like me to test.

Its probably the same problem as bug 1644128 i.e. https://gitlab.gnome.org/GNOME/gtk/issues/1371
