Description of problem:
    When trying to install nextcloud (or owncloud) with dnf, an error is given saying nothing provides php-composer. Doing "dnf search php-composer" shows that there is indeed no such package in the default Fedora Server 29 repositories.

As root:
1. dnf upgrade -y
2. dnf install -y nextcloud

Actual results:
Error:
 Problem: conflicting requests
  - nothing provides php-composer(ircmaxell/password-compat) >= 1.0.0 needed by nextcloud-10.0.4-5.fc29.noarch
  - nothing provides php-composer(ircmaxell/password-compat) < 2.0 needed by nextcloud-10.0.4-5.fc29.noarch

Expected results:
    Nextcloud is installed
