I recently upgraded from Fedora 29 to Fedora 30, youtube-dl version at Fedora 30 is 2019.01.30. I checked https://bodhi.fedoraproject.org/ and there is no update in pending or testing for Fedora 30. It was version 2019.04.24 at Fedora 29. Update: I got it updated to 2019.04.24, so above comment is irrelevant.
