Description of problem:

The audacity-manual package contains html files for the program's help function.  When you click on the 'Quick Help' link on the starting splash screen, you get a broken link message saying file:/usr/share/audacity/help/manual/index.html: file not found

1. Install audacity and audacity-manual
2. Start audacity and try using the local help
