Please fix kcm_systemd at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
kcm_systemd will be orphaned. Before branching of Fedora 32,
kcm_systemd will be retired, if it still fails to build.

BUILDSTDERR:     File not found: /builddir/build/BUILDROOT/kcm_systemd-1.2.1-13.fc31.arm/etc/dbus-1/system.d/org.kde.kcontrol.kcmsystemd.conf

The file is now in /usr/share/dbus-1 instead of /etc/dbus-1.

This was changed in kf5-kauth-5.59.0, which has been pushed to F29 updates-testing (hopefully headed to stable soon, it's bundled with a security update) and F30 updates, so the new path can be used unconditionally in the specfile. (Of course, since this is a build-time choice, the new path gets used only if the package is actually rebuilt against the new kf5-kauth.)
