Please fix octave-dicom at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
octave-dicom will be orphaned. Before branching of Fedora 32,
octave-dicom will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to 31.

It cannot find the gdcm headers, which are installed in /usr/include/gdcm/. 

Orion, would you know how we can get it to look at the right paths please?

I think there might be some problem with pkg-config or cmake files in GDCM.

InsightToolkit-4.13.1-3.fc31, gdcm-2.8.9-2.fc31, octave-dicom-0.2.2-3.fc31, opencv-3.4.6-7.fc31 has been pushed to the Fedora 31 stable repository. If problems still persist, please make note of it in this bug report.
