Description of problem:

The system-config-users package was FTBFS and has been retired.

This package depends on it and should also be retired.

This was reported removed from Fedora-31-20191023.n.0. Not sure what does it mean for the availability of system-config-users-docs in the f31 fedora repo.

The f-o-p can be delivered as upgrade.
