Description of problem:
Package py3c fails to build from source in Fedora rawhide after we updated Python from 3.8.0b4 to 3.8.0rc1.

1.0-6.fc31

Steps to Reproduce:
koji build --scratch f32 py3c-1.0-6.fc31.src.rpm
