Description of problem:
In https://wiki.documentfoundation.org/ReleaseNotes/6.3#Writer, there is a section that adds "New bottom-to-top, left-to-right writing direction." If you have a table and select one cell and apply this, this works and all of the other cells behave normally.

If you have a cell that you edit to share the same properties that is above this original cell, ANY cell below this top cell edited, you can not get to any other cell below the top formatted cell.

For example, Select cell A7 and Table -> Table Properties -> Text Flow tab -> Use "superordinate object settings" button change to Vertical (bottom to top). Then if you do the same to cell A5, this will work in A5 and above, but below A5, ALL the cells are not able to be selected to do anything with them. I also have noticed that the cursor below the top cell is still rotated like all of the cells below A5 are all formatted like A5.
