Description of problem:
Package python-progressbar2 fails to build from source in Fedora rawhide:
No package found for: python3dist(pytest-pep8)

This blocks the Python 3.9 rebuild of the package.

Steps to Reproduce:
koji build --scratch f32 python-progressbar2-3.39.3-4.fc32.src.rpm

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.

Built successfully!

The build-time change is in a separate commit, if we need to build for stable Fedoras it can be applied without the update to 3.47.0.
