Description of problem:
Neovim depends on libuv-devel, which in RHEL/CentOS 8 is not available (and libuv is in one of the base repos so it cannot be provided in EPEL).

The solution from CentOS is by making a Devel repository available just to host these devel subpackages, but that repository does not support s390x.

This is now resolved, there's an imminent update to neovim 0.6.1 that will also include s390x.
