Description of problem:
lua-luv depends on libuv-devel, which in RHEL/CentOS 8 is not available (and libuv is in one of the base repos so it cannot be provided in EPEL).

The solution from CentOS is by making a Devel repository available just to host these devel subpackages, but that repository does not support s390x.
