perl-File-RsyncP-0.74-17.fc33 fails to build in Fedora 33:

A difference between the passing and failing build root is at <https://koschei.fedoraproject.org/build/8421636>. This is probably triggered by upgrading rpm-build from 4.15.90-0.git14971.12.fc33.1 to 4.16.0-0.beta1.1.fc33.1.

The files /usr/lib/rpm/config.* were removed from rpm-build.
