Please fix dotnet-build-reference-packages at your earliest convenience and set the bug's status to

dotnet-build-reference-packages will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.

The build was failing because the dependency (dotnet3.1) was broken. That's been fixed now.
