Please fix libcircle at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
libcircle will be orphaned. Before branching of Fedora 34,
libcircle will be retired, if it still fails to build.

Can you see if it is resolved with hwloc-2.2.0-1.fc33?

Will try, related legion and kokkos seem to fail similarly in a segfault somewhere in hwloc.
