Please fix libpqxx at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
libpqxx will be orphaned. Before branching of Fedora 34,
libpqxx will be retired, if it still fails to build.

Some of the tests fail because there is an implicit dependency between some tests, so they need to be run in the correct order. Enabling LTO changed the execution order of the tests. PR to fix submitted upstream[1].
