Description of problem:
In F33, attempting to remove fedora-repos-rawhide tries to remove fedora-repos-modular (part of the fedora-repos source package) as well.

Installing this update REQUIRES removing fedora-repos-rawhide and fedora-repos-rawhide-modular. If I try to install them again, it wants to downgrade fedora-repos and fedora-repos-modular to 33-0.12.

How do you install the upgrade and how do you try to install fedora-repos-rawhide and fedora-repos-rawhide-modular again?

There were file conflicts, I had to use "--best --allowerasing" to do the update, which removed the fedora-repos-rawhide* packages. But just now, after doing a distro-sync (after the latest 33 u-t push), I can't reproduce the problem. I can install fedora-repos-rawhide and fedora-repos-rawhide-modular without any problem. Please ignore my negative karma. Sorry.

FYI, I originally installed by manually downloading the koji packages, before it got to updates-testing, then using command-line dnf.

I'm guessing that my problem was negecting to update the fedora-repos-rawhide* packages to 0.13 when I tested.

The decision to classify this bug as an "AcceptedFreezeException (Beta)" was made as it is a noticeable issue that cannot be fixed with an update.
