Description of problem:
Lately, Each time tigervnc is updated I lose the ability to VNC into my machine.

Version-Release number of selected component (if applicable):
tigervnc-1.11.0-1.fc32.x86_64
tigervnc-server-module-1.11.0-1.fc32.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Customize 10-libvnc.conf, enable the libvnc.so module
2. update tigervnc

Actual results:
The custom /etc/X11/xorg.conf.d/10-libvnc.conf is renamed to 10-libvnc.conf.rpmsave, and a new 10-libvnc.conf is installed, with all configuration commented out.
Next time X is restarted, the ability to remote into the machine is not available.

Expected results:
Don't touch user customized conf files, create instead a <conf file>.rpmnew, like most other packages do.  Only update the configuration if there was no user modification.
