qatlib is ExclusiveArch to x86_64 and does not build on armv7hl, aarch64, ppc64le and s390x.

Notice that although qatlib builds correctly on i686, it has been validated exclusively on Intel x86_64.

Adding F-ExcludeArch-x86 since it has been established that the i686 version of qatlib does not work.

This bug appears to have been reported against 'rawhide' during the Fedora 34 development cycle.
Changing version to 34.
