1. create a file with non-ascii characters example: áá.ly
2. lilypond áá.ly
3.

Actual results: 
GNU LilyPond 2.21.6
warning: cannot find file: `????.ly'
fatal error: failed files: "????.ly"


Expected results:
GNU LilyPond 2.21.6
