Description of problem:
awscli blocks updating python3-pyyaml to version 5.4.1 because it
requires python3.8dist(pyyaml) < 5.4, but latest in F32 is 5.4.1

How reproducible:
100%

Steps to Reproduce:
1. If awscli is installed, just do dnf update

Actual results:
Error: 
 Problem: cannot install the best update candidate for package awscli-1.17.17-1.fc32.noarch
  - problem with installed package awscli-1.17.17-1.fc32.noarch
  - package awscli-1.17.17-1.fc32.noarch requires (python3.8dist(pyyaml) < 5.4 with python3.8dist(pyyaml) >= 3.10), but none of the providers can be installed
  - cannot install the best update candidate for package python3-pyyaml-5.3.1-1.fc32.x86_64
  - cannot install both python3-pyyaml-5.4.1-1.fc32.x86_64 and python3-pyyaml-5.3.1-1.fc32.x86_64
  - cannot install both python3-pyyaml-5.3.1-1.fc32.x86_64 and python3-pyyaml-5.4.1-1.fc32.x86_64


Expected results:
Should be able to update python3-pyyaml to version 5.4.1

FEDORA-2021-7406701020 has been pushed to the Fedora 32 testing repository.
Soon you'll be able to install the update with the following command:
`sudo dnf upgrade --enablerepo=updates-testing --advisory=FEDORA-2021-7406701020`
