Description of problem:
SELinux is preventing accounts-daemon from 'getattr' accesses on the filesystem /sys/fs/cgroup.

Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -X 300 -i my-accountsdaemon.pp

Similar problem has been detected:

I added a user and the notification came up. The user was set as Admin and a  password was filled in.
