Description of problem:
Added few new users from my main user which has fingerprint authentication enabled. The login screen goes into loop by asking for fingerprint for newly added users. Those users don't have fingerprint authentication enabled at all. Some of them even have set to "password to be set on first login".

Steps to Reproduce:
1. Setup fingerprint authentication for your user.
2. Go to Users and add a new users, set the password or you can skip setting password as well.
3. Now do Switch User, try to login with the newly created user.

Actual results:
When we try to login with newly created user, it asks for fingerprint authentication. Goes into loop like #1933520 and does not allow entering password as well.

Expected results:
It should not ask for fingerprint authentication for the new user. And based on configuration it should either allow setting the password or allow entering the password.

I think this is just a variant of #1933520 or rather the same bug.
