Description of problem:

Cacti 1.2.16 is not available for EPEL7

Additional info:

I checked cacti.net to see that there was an update for Cacti, but it's not available in EPEL7.  I checked Koji and confirmed that it was built for EPEL8 and Fedora versions. https://koji.fedoraproject.org/koji/packageinfo?packageID=1436

I can't see anything to indicate why EPEL7 might be incompatible, and EL7 is not yet EOL.
