This was most likely caused by a rebase in package abseil-cpp. There is an update in koji from abseil-cpp-20200923.3-1.fc35.x86_64.rpm to abseil-cpp-20210324.2-1.fc35. The problem is that this was a soname bump and one of the dependencies of frr is grpc which was rebuilt but frr needed to be rebuilt as well.
