https://github.com/libgeos/geos/commit/e615f6ca286cb15bad3f919e066b4b3bbd8cad58

Addresses a severe performance regression in the speed of buffer calculations since geos 3.9. Would it be possible to cherry pick this fix into the fedora geos package?
