tepl was retired starting in Fedora 35 (there is no branch for it in Fedora 35 and Rawhide has a dead.package file. This is now preventing upgrades to Fedora 36 because it requires a soversion for libicu that no longer is provided:

Problem 2: package tepl-6.00.0-1.fc34.x86_64 requires libicui18n.so.67()(64bit), but none of the providers can be installed
  - package tepl-6.00.0-1.fc34.x86_64 requires libicuuc.so.67()(64bit), but none of the providers can be installed
  - libicu-67.1-7.fc34.x86_64 does not belong to a distupgrade repository
  - problem with installed package tepl-6.00.0-1.fc34.x86_64

It seems this change isn't enough to remove the tepl package in all cases.

$ sudo dnf update

 Problema: pacote fedora-obsolete-packages-35-22.noarch torna obsoleto tepl < 6.00.0-2 oferecido por tepl-6.00.0-1.fc34.x86_64
  - pacote gnome-latex-3.38.0-3.fc34.x86_64 requer libtepl-6.so.0()(64bit), mas nenhum dos provedores pode ser instalado
  - não é possível instalar o melhor candidato à atualização para o pacote tepl-6.00.0-1.fc34.x86_64
  - problema com o pacote instalado gnome-latex-3.38.0-3.fc34.x86_64
Nada para fazer.
